In that sense, this Netflix presentation falls victim to what's increasingly an issue with entries within the true-crime genre: Finding a gripping story, then telling it in a disjointed, flabby way. The powerful aspects of the content are thus offset by detours and digressions that could have been excised. The killing of Gabriel Fernandez sent shock waves through Los Angeles, triggering understandable outrage over how a child was left in such a terrible situation when there were ample warning signs and tangible evidence of abuse.
From that perspective, the trials of his mother, Pearl Fernandez, and her boyfriend Isauro Aguirre -- who subjected the boy to stomach-turning abuse before the beating that took his life -- almost feels secondary to the larger indictment of mechanisms intended to intervene in such circumstances.
That included, notably, charges of criminal negligence against social workers who had seemingly accepted the mother's lies with scant investigation. Gabriel died from the abuse in May and his mother Pearl Fernandez was later sentenced to life in prison after pleading guilty to first-degree murder. Her boyfriend Isauro Aguirre was found guilty by a jury for first-degree murder and torture and was sentenced to death. I mean his body was talking, yelling. It was all over his body. Gabriel died 29 days after that call was made. The state hired Maximus in to help process Medicaid applications but after a backlog of as many as 11, applications prevented those in need of getting health insurance, the state sent the company a notice of non-compliance in January Due to the large backlog and eligibility issues, Kansas decided to take back its complicated applications for the disabled and elderly and handle training and quality itself.
There was a tremendous backlog developed due to understaffing. Many of the workers say they're paid just above minimum wage and struggle to pay for their own health care costs due to their high deductibles and out-of-pocket maximums. Hatcher said one concern with third-party companies like Maximus is that the focus too easily becomes about profit rather than getting people the help they need.
Over the last 10 years, Maximus has contracted with 28 states and Washington D. Although there had been a provision that required the contract to go out to competitive bidding every three years, he explained it had only gone out to bid twice in the last 14 years.
While the county continues to contract with the company, the series questions whether Maximus' policies are serving the best interests of those in need, highlighting Fernandez's case and how the possibility of overtime concerns may have kept those from stepping in to help.

His skull was cracked, three ribs were broken and his skin was bruised and burned. He had BB pellets embedded in his lung and groin. Two teeth were knocked out of his mouth.
When paramedics arrived, they found Gabriel naked in a bedroom, with multiple injuries. He died two days later. Jonathan Hatami told the grand jury. They said Gabriel was forced to eat cat feces, rotten spinach and his own vomit. Their mother once jabbed Gabriel in the mouth with a bat and knocked out several teeth, according to testimony. Gabriel had previously written a note saying he was contemplating suicide, records show.
His teacher told authorities he often appeared bruised and battered at school. BB pellets left bruises across his face. That referral has lingered two months past a legally mandated deadline for completing an investigation, records show.
